Gosh, I didn't know about that. But even so, as mentioned above, my friend also uses New Game and if he doesn't have his "nick, ip or steamid" in users.ini he doesn't have any access in cmd.

Okay, the issue was using Dedicated Server. Everything is ok, I did tests and it was always ok, the problem was that it was not a dedicated server. Thank you fysiks
