They did.
Several times their updates broke dproto - people just updated it to work with the new builds.
They changed the master server to essentially prevent older servers from registering, forcing non-steam clients to rely on 3rd party servers lists which are usually full of redirects/fake servers.

However, it's just not profitable for them to invest resources in trying to keep up with non-steam. Their main source of income is not cs 1.6. As Bugsy said, it's not easy to do so they don't see the point.

Would be a real miracle to see a clean list of Steam-only servers on the licensed copy of the game, that's also one of the reasons why Steam-On servers are very difficult to populate.

They can just make the game free and get it over with. It's not like they make THAT much money off of it.

I doubt that they will make the game free to play, since there is no profit from that, as Dota 2 and CSGO bring.

Why would they bother with a 90's game? The game was supposed to be dead at this point.
