How to Create a TF2 server without steamcmd

My computer is windows xp can not use steamcmd to connect to the server to download
Is there a way to create a shortcut with srcds built into TF2 and create a server with addons?

Windows XP EOL was 4 years ago, it's seriously recommended that you upgrade to at least windows 7, and even that has been end of mainstream support for a few years already. You could try the Source Dedicated Server under the tools tab, however it's probably going to download from the same place. The next free option is downloading a linux OS and start working with steamcmd from there.

With that being said if you'd rather not install a new OS you can always rent a cheap VPS and with some linux knowledge you can install a tool that installs the srcds for you etc.
