I know CS:GO removed HTML MOTD's, but I'm pretty sure you could still make a new plugin using the in game sound playing capabilities (used for stuff like "WICKED SICK" when you beat a map in cksurf/other surf timers) - I'd even be willing to pay a small amount to have a plugin like this made.
