I think Valve messed something up on their end, Steam CMD downloads very few files, even hlds.exe is not present. Tried it at work too, same thing happens there, so issue cant be on my end. Most annoying thing is, I cant find anyone online complaining about this. Here's all that gets downloaded with app_update 90 validate:

It's been mentioned that you need to download multiple instances if you're still using anonymous as your steam login. That means you keep updating and downloading 2-5 times until everything is fully downloaded. You'll know it is when your final download isn't downloading anything.

I tried anonymous, and with login, and 5 times, and 10 times, but its not working.

Look, it does not downloading, only verifying

yes, there are files, but not all, hlds.exe missing, hltv.exe missing
i tried with force_install_dir folder_name and without it
i tried with anonymous download and with my steam login download.
i tried with app_set_config 90 mod cstrike and without it (i know its not need for cs 1.6 server but i tried)
its not working

yep, I knew that you need to run app_update 90 validate several times, as it was an old known issue with steamcmd, but now I'm having same as mogold, even running it 10 times in a row, even if I login with my account instead of anonymous, its only verifying and the files in the dir are the same I posted in my first pic. In fact it's not just SteamCMD, I later tried to download HLDS from the tools section on Steam, and same thing happened, it downloaded only those few files. Currently it seems like the only way to download the latest hlds is to download the complete CS 1.6 game from Steam and run hlds from there. That's what I had to do. Valve, pls fix!

I just tried it this morning. Using the command: "app_update 90 -beta beta validate", it downloaded everything after the 4th try.
