• change the map in your server, maybe it's corrupted.
• check if it needs a .res file.

I have this problem!
Don't work sv_downloadurl (game cs:cz)
P.S. I tried download standard cs 1.6 map as_oilrig (no need .res file), however i used .res file, but this doen't effect.
