When i run a plugin that needs custom sounds,models and materials,
the server just not detect the custom files. and the client(player) not downloading the files!

I guess you are using fast download? If not follow this short simple guide but i don't recommend free hosts.

If you are doing both of the above try these in server.cfg?
sv_allowupload 1
sv_allowdownload 1
sv_pure 0

im an idiot. i tough sv_pure 2 to allow all custom files.
