I run a 15 players 128 tick rate server with these rates:
sv_maxrate 0
sv_minrate 80000
sm_cvar sv_maxcmdrate 128
sv_mincmdrate 128
sv_minupdaterate 128
sm_cvar sv_maxupdaterate 128

My internet has 99 Mbps download speed & 21 Mbps upload speed.
and I'm running the server on a PC just for the server.

the var spikes to 3.0 - 5.0 sometimes and causes lag. I tried a lot of rates using SCRCS rates calculators and stuff on google but nothing's fixing it for me.
any suggestions?

Specs of said PC? Might be maxing out a cpu core.

Those are the expected results if you're running at the base clock of 2.80GHz.
Improvements you could make (if not already):
  • Set power options to performance
  • Enable Intel's max turbo frequency
  • Overclock CPU through your motherboard (as high as 4.0GHz)
  • Enable Multi-Core boot
  • Unpark all cores

I've already done the following:
Set power options to performance
Enable Multi-Core boot
Unpark all cores

As Maxximou5 said, it's definitely worthwhile to ensure you're reaching max turbo frequency in this case (looks like it's 3.46ghz for your processor), I think 2.8ghz will be severely limiting you.

Your performance will also vary depending on what plugins you have installed as well.

I will try enabling Intel's max turbo frequency and see
and I'm only using two plugins: warmod and movecommands.

What matters is the tickrate, higher tickrate requires a higher processor frequency.
Confirm it's running at turbo, enable in mobo if need be, or overclock. Those are your two options really.

Depends on how old the CPU is and what plugins you want to run.

You could prob get 25 max without watching performance in every spare moment.
