A player is fucking anoying me and my admin with te sm_call command, how can I block it to him?

If he's not listening to your requests to stop, then the simplest thing to do is just ban him from the server.

Otherwise, you'd have to create a custom plugin that blocks the command to specific steam IDs.

I created a group who has sm_call / sm_calladmin disabled and added him to this group

You should take ddhoward's advice, trolls will find more ways to bother you. 100% every time.
