If you find a free webhost which allows external database connections - yes. But good luck finding that. There's a sticky about usable (paid) hosts.

I'm thinking to provide free SourceBans hosting, but I'm not completly sure, if I do it

I think way back then I used 000webhost.com to host Sourcebans, though that was when they were really small. Had to contact their support to open up the ports though.
