I really want to create plugins for TF2, but im ABSOLUTELY clueless on how to.
What programs will I need?
Could someone give me a quick sample code, like one for creating a menu like sm_msay? And add A few comments?

Im used to AMXX/pawn, so will that help at all?

Well, when I was moving on from AMXX to SourceMod, I started to download other people's plugins with sources to learn differences between Pawn and SourcePawn. It worked well for me.
When in doubt what function you should use for certain action, look for it at http://docs.sourcemod.net/api . It helps me alot.

Thanks, but can I use AMXX studio? Or will it mess up the highlighting, because what I like about the studio is the highlighting.

Pawn Studio has highlighting and all other stuff too, and it's made to support SourcePawn.

I suggest notepad++ with this:

I agree with Dragon. I use Notepad++ for all my coding work. The SM syntax plugin definitely helps as well.
