You got it right, just the plugin doesn't exactly replace the population file, no way to force the new one to be loaded, so using alternative method to spawn common by modified populations. This meant the Special Infected were never included.
Anyway, now the plugin forces reloading the population config which at least works for SI. I only tested in this instance with the "church" NavArea and got it always spawning the tank. Some other Specials work but some they appear blue/green transparent. Guess they were never setup to spawn correctly with that method. Maybe the entity that's spawning the SI needs modifying for that to work with other SI.
