I would recommend EOReality.net (affiliate link is in my signature below) - although it's alittle above your budget, it's definitely worth the quality you'll be getting. Their game servers run on excellent hardware: Intel Xeon E3-1270v2 @ 3.5ghz, SSD Drives and DDR3 memory. Most game server providers won't run their servers on hardware's that powerful.

My experience with gameservers.com has basically been the same as most others - they overload their servers and focus on volume rather than quality.

I personally will be trying out the $20/mo. Xen VPS from Virpus. I'll be running a 28-32 man server with plugins that require a bit of resources.
