From what I've learned lately thanks to the guys in here, this would go into your server.cfg file

//When set to 1 the weapons menu will operate. When set to 0 no one can use it.(Default 1)
sm_weapons_enabled 1
//When set to 1 Counter-Terrorists can use the menu.(Default 1 / 0 for no)
sm_weapons_ct 1
//When set to 1 Terrorists can use the menu.(Default 1 / 0 for no)/ 0 for no
sm_weapons_t 1
//Broadcasted version CVAR.
sm_weapons_version (not sure about this line here probably the same as above 1 yes 0 no but from the looks it's not needed)

Is there anyway so you could only make the menu avaliable for only first 15 seconds of the round? And then it gets disabled.

Is there a way to change the chat command to open the menu? i am using GameME, which overrides this plugin using !weapons

Is it possible to add same weapons to the menu?
I use a respawn script, and would like the same weapons after resapwning
