srcds does not bind TCP for RCon

I host 4 CS:GO servers, and the first 3 are working perfectly, most have almost identical launch parameters, but on the 4th server RCon is not working. Here is the launch parameters:

Nothing else uses 27045, and the server binds perfectly and responds on UDP, but does not bind the port on TCP. This is confirmed with CurrPorts.

To be clear, the Firewall is enabled but I have forwarded the relevant ports, this is configured in the same way across all 4 servers. I am using Windows Server 2016.

Frustratingly, I also cannot get the server to log to file, it opens the log file then immediately closes it (and by this it means it has write permissions).

This fix was so obvious it took away a portion of my soul when I saw your reply.

It is strange as to why the first 3 servers had RCon and this one didn't, though?
