If a player's connection doesn't keep up with 100KB/s (rate 100000) in 2018 then they have bigger issues. I'd just go with limiting them to constant rate 100000 and updaterate 100, if the server can handle that.

they'd see choke on net graph, i believe. But honestly, what Klippy said is accurate. Unless you're trying to host servers someplace where internet is generally exceptionally poor quality, you shouldn't have any issues. You're running a server on an engine that was developed in 1998, when most users still had dial up and DSL (which was still super slow) was only just emerging.

EDIT: From what I'm reading, the internet in Georgia isn't exceptionally fast, but it's waaaaaay faster than 56k

It is fast enough actually, but atm I live in Ireland, for myself I have 360MB internet for a decent price, so.
