OK i have a admin account set up will all the privliges set. HOw to i load the admin accounts so i can use them?

Depends on how it's setup.

If your ending flags have "e" in them, you do absolutely nothing.

IF it doesn't have that, then you'll do

setinfo "_pw" "mypassword" in your userconfig.cfg

First of all..please clarify if you are running a dedicated server. If you are running a Listen Server then just use the loopback. If you dont know what I'm talking about, post this in your users.ini:

ISn't loopback already uncommented in every version when you have a default users.ini? So if he ran a listen server, he'd have admin. So asking that really doesn't help, unless I'm wrong.
