About Steam Validation Reject problem itself,
don't care what @extra1330 had...

Happens when you are missing file steam_appid.txt which include right Steam App ID.
This problem happen when you install your server and launched it very first time, restart server will create that file automatically.
I assume hlds have same file as srcds

it happened to me a lot of times, when using the same HLDS made by steamCMD of course.
