Why wont sourcemod load?

I installed meta mod and that works fine but for some reason sourcemod will not load. When I type meta list it says 01 error. What does this mean I've tried clean re-install and that did nothing to fix the problem. The server is windows the source mod file is windows I just dragged and dropped in csgo folder. Any one have any ideas?

Which version of SourceMod are you trying to install? I'm pretty sure CS:GO needs a dev snapshot of SourceMod. Might need one for Metamod as well.
