SMAC bans you for cheating with eye angles if you toggle the bumper car on you. Is there a way to fix this?

Disable eye test until it's fixed. It's the same as conga, and I did notice that to, that being in a bumper car does something way weird to your eye angles. Sometimes when you are given the car, you even get rotated to some weird direction.

Added a comment on Github about the respawn cvar. Broken bounds, etc.

In addition, you should also modify the ability of sm_car to target all players, not just live players, so that the respawn cvar can work with it.

g_bKeepCar stuff in the command is incorrect if you're targetting multiple clients, as you use g_bKeepCar[client] instead of g_bKeepCar[target].

Anyone getting a bug where people spawn with the car?
I am using admin overrides to have it only for certain people, and people join as a car confused on how to turn it off XD

The admin overrides only affect usage of the command itself.

Can you describe the bug more?

Do people spawn as a car as soon as they join and enter?

Or is it a bug where people spawn as a car despite not having access to set themselves as a car?

Or..?

You can hook func_capturezone and disable the plugin from being used during the minigame.

I was going to hook the minigames themselves ;p

Or something. I was going to look into the map's entities anyway.
