Hello, I made plugin called "Only Admin Spectator".
I know plugin with same purpose alredy exists, but this is more efficent and admins can transfer player to spectator even if he does not have flags!
You need to use modified plmenu (attached) or you just can delete Team Menu from your's plmenu!

i may have a question, what will happen when player connects? he is to spectator untill he choose a team? what will happen to him?

Use mp_auto_join_team cvar! This is callen when someone changes their team!
I did not think 'bout that cuz i have auto join team ��
