Dr.Mckay I don't know if you actually read it, but this is a complete setup GUI for Source games, Some sourcemods and HL1 Engine Servers as well. Thats why I commented "This would be great for new SRCDS Administrators" because it's a hassle free install.

Yes it does indeed install official valve mods like CS:S and TF2, I quickly did a preview. You either do not have the .gcf's on your computer or there is something wrong with your program/system.

I'm still siding with Powerlord on this one. It might be great if you're using specific mods that aren't supported by hldsupdatetool, but as for official games, it's already quite easy. Download and install hldsupdatetool, and then just write a one-line batch file. Then all it takes from that point on is a double-click and you're done. I'd rather a server owner know how to use simple batch files than have to rely on a GUI for everything.

I didn't try it (I was at work), I was merely going by their documentation, which doesn't list any of Valve's mods, just third-party mods.

Having said that, if I ever have to manually start my servers, I've either just changed their startup configuration, or something went wrong with my autoupdater. (Oh and since I use Linux servers, this is useless to me anyway)
