Is possible with this plugin to nerf melee damage to specials? That is, that the witch does not die with only 4 hits, the charger with 2, the tank with 20 regardless of the HP they have

No. As you correctly surmise, killing by melee has nothing to do with damage and thus cannot be influenced by this hook
