Yes, someone with generic admin flag and actually I think it shows the message in the console. (Which is copy and pastable)
Typing rcon_password <password> and then status might not work so well when the person already left the game.

arg can you do something to remove the join message completely in CS:S ,it's just very annoing when server is full and all those players are trying to enter ,it's just spaming the chat like crazy ,could u pls fix it

Edit line 129 in caannounce.sp to say this:

sorry guys my bad ! I was checking and i saw that my SM Super admin plugin does the same and here is where the problem comes from

I removed it there and now connectannaunce block all messages .

Is there a way to completely disable/remove that custom join messages/sound? So no one can set one and the two options from the admin menu disappear.

I only need this to display the country of a player on connecting after their name.
