According to the engine you can't force velocity on the brush entities ( Entities with movetype_push ) not sure how is it possible to make those entities move without setting their movetype to movetype_noclip & their solidity to solid_not, anyway how is it possible to achieve movement without doing changes to the object movetype ?

According to the types of movement, push, it should have or set velocity, the one that does not have movement is the movetype_none or it cannot
