This is the error I get. "Not changing level, mp_match_end_restart is false, mp_match_end_changelevel is false" I change the values from 0 to 1 and still get it. Does anyone have a solution?

This isn't SourceMod related as your title suggests.
Post your gamemode_*_server.cfg in code tags.
* = gamemode + gametype
Example: If you play casual (gamemode 0 and gametype 0), then you'd have gamemode_casual_server.cfg
