At server you must run this commands:
log on
logaddress mylogserver.address.com:12345

Now, the goldsource/source server will send log to mylogserver.address.com on port 12345.
as what? http? you receive it with a socket?
you still need a solution to send commands

Yes, the server send log to socket using UDP protocol.
I have a solution which can send a commands and recieve responses. Now, i know how to get log from goldsource/source.

But, i need a special daemon/service, which can collect logs from any goldsource/source over UDP and return logs to web-client over HTTP. Web-client will receive the logs from that daemon, but send commands directly to goldsource/source server.

I do that (daemon) using C# and (web-client) angular.js, but my game-panel is implemented on Symfony2.
