Until it's officially out, loading MM:S plugins by vdf will not work. We have a fix ready but we don't want to break MM:S snapshots for non-beta.

In the meantime, adding to metaplugins.ini will indeed work fine as well as using the 'meta load' command.

Will we need to change anything with fast dl or if we do the above everything works fine?
You need to do a fresh install and recopy custom content. Do not overwrite the new gameinfo.txt as it's intentionally very different.

Will it still be possible to edit the gameinfo.txt to load MM? Will we need to type anything different than now? I assume we would just edit the new version with the missing line.

Is there any word on if we can use VPK files to package our own mods, and if a tool to pack files is/will be available? It would be a lot nicer to push 1 file per model than 20-30, or 1 file for a pack of sounds.

There's a tool in your client's bin directory for TF Beta.

Specifically, in C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2 Beta\bin

Although it wasn't there prior to the latest version.

Yes. You can put game files in there such as models, materials, and sounds. You won't be able to put plugins in there.

Has valve said when this update is coming and if server owners will be allowed to download it before hand?

They have not said when it's being released as final, but it's been available as the current TF2 Beta since the start of this thread.
