You could do that, or you could just make it and put it out there for people to use if they want. I don't see anyone else asking if people want lasers in tf2 before they make a plugin that enables lasers in tf2.
This is just information and not something that is going to automatically ban someone.

Just an idea, but rather than a plugin that tells you if someone has been banned somewhere else as they join, why not have a web page that is searchable by anyone? It could collect bans and/or silences from anyone who sends the data. You could then just search the steam ID and see which other communities have banned them. All it would need is the ban date, reason and community name. I would send data for that and use it.
