Because the client doesn't know which server the password might go to. It'll store the password in the client until it is changed or the client is closed, just in case the server changes maps and needs to reconnect etc.

That example plugin doesn't actually do anything useful, it's just an example of the API the extension provides - the name, ip address, password, and steamid a client connects to the server with.

How is it useful? All of the information it provides is already in the server logs (except the password, which is useless).
