I thought the file was maybe corrupt so I downloaded again but no dice.

I have a slightly older version of the exact same gameserver loaded on a different server and it loads the hlstats.smx file no problem.
Any help is much appreciated!

Try manual load

sm plugins load hlstatsx

Sorry, I should have said. I tried that too. I get the following:

[SM] Plugin hlstatsx.smx failed to load: Unable to open file.

which is why I thought the file might be corrupt. I'm kinda thinking that it's the way the ftp client uploaded the smx file but then, like I said, it worked fine on another server with almost identical setups.

You probably have wrong permission on the file (ie you moved the file with root user and the server is running with a different user).
Just login as root and
chmod -R 777 path/to/addons/sourcemod/plugins

Oh bugger... I am such an idiot.

This is gonna be embarrassing but I will tell you anyway.
My game server host had to change my ip address due to "emergency maintenance" and I am still connecting to the old ip in filezilla.

Move along, nothing to see here
