You definetly misread.. scrds can use only one core. You need better processor with 3.x Ghz. Intel ofc.

You need a CPU with more clock speed (GHz) and less cores to run srcds well (dual core is best).

Oke your engine run on max cpu speed.

Try

swapoff -a in root and check with command top

Further you cant get more power from this xeon engine. You have to upgrade to a new engine with more cpu power. Assign to more cpu does not help.
