Plugin Gag

I can't found on forum some gag better to use and to have what I want.Can anyone make plugin like that, please?Will be used and others.Guarantee!

That I want to make:

- give automatically gag if some player want to advertise or to swear...to have one file gag_words.ini when to write words of gag ( and to have cvar for that: 0 - dezactivated, 1 - activated)
- save gag gived to steam/ip/nick, if that player/admin is out from server gags will be remaining when it connects next time, with times remaining last time
- don't have motif why gag is given, because is clear...gag is for vulgar language or advertisement
- admin can give gag/ungag to two players once, amx_gag nick1 nick2 <time> if two players swearing to ease command admins
- admin can give gag write in chat /gag nick or /gag nick nick
- admin have acces motd when appear with command /gaglist who is gaged and who is out from server with gag remaining
- to have message in hud when gags expire with few seconds before plugin give auto-ungag

Wtf?!Nobody help even after 3 years, and I know after 14 days I can bump topics.
