Yeah, that's what I figured. I'll probably have to edit my other plugins to wait to take any actions for a couple seconds. As it stands none of these new forwards will help me in this situation (for example, I guess creating a native such as OnVIPsLoaded would be helpful)

There is no command for it.
But you can use natives to create your own script that does it using the natives.

I get this error, I have set the mysql database to utf8_bin, didnt help. Am I missing something?

I also tried to create the tables myself but I suck at mysql and can't properly translate your code to SQL. Do you have an .sql file which I can import?

The Errors says that the plugin could not establish a database connection. Either your database.cfg is faulty or the block in the database.cfg doesn't match the tVip.cfg config.
All SQL Commands are done automatically. You just have to set up the plugin correctly.
