if i make anyone admin if the map changes or the server restarts they are not admin they should change their name and put there admin nick again.please help me

Use his SteamID.

but all doesn't have steam so i use password
and if they rename there nick into admins nick then my server detects

Make your server Steam only, then you wouldn't have this problem.
