It works, in order to download the latest GeoLite2-City.mmdb file, please sign up at MaxMind®.
You will then get access to download their free GeoLite2-City.mmdb and GeoLite2-Country.mmdb files.
If you are asked to type your company name and you don't have one, just type your name so it will look that you don't run a registered company. You will still be able to download the free databases.
GeoIP.dat,
GeoIPISP.dat and
GeoIPCity.dat are discontinued by MaxMind® for months or years and can't be downloaded anymore. So I can link you two Feb. 2017 databases that are still pretty accurate.
