so, what's a solution to use sourcemod with basic admin-panel? just download latest sourcemod release and don't try to use tf2's extensions?

You don't need to do anything special. The TF2 ext won't load and plugins requiring functions in it also won't load. Plugins using functions in sdktools will likely just error saying mod not supported.

The only change you need to get it to load is to edit metamod.vdf to point to

..\tf_beta\addons\metamod\bin\server

instead of

..\tf\addons\metamod\bin\server
