Which package should I download to run a Half-Life server? I tried CS and TFC but none of them had worked right.

You don't need an Addon Package for HL

But there are some useful plugins that are different for each the mod's going to run, like stats features?

Addon Packages include mod specific stuff. HL doesn't have anything that is mod specific. If you want stats, you will need to search for a 3rd party plugin
