You could just ban them and add the bans to an sql. amxbans, exolents plugin, or even sourcebans could achieve this for you, so you don't have to end up banning the same people each time for cheats.
Mordekay is right, rarely do I see a steam only server in cs 1.6, and rarely are they ever full.
