1. STEAM_ID's don't change. You said yours changed, so it was never your ID, only a generated one from dproto.
2. The first STEAM_ID was STEAM_0:1:100 (if i remember right, the first 100 where served to employes from Valve. Every new created account added +1 to this number. My one's STEAM_0:1:578093 and it will always stay the same until Valve closes it's gates.
3. Last time i checked ID's went up to somewhat 500.000.000. Your "ID" was something in 1.500.000.000, so it will be created when? 2040? Congrats to the first timewarp.

You don't have a steam-account, at least not with CS on it to post your true ID.

Exactly the steam id does not change, But every set of Steam IDs is different
