Could it be possible to just make this by a Gamemode loading?

I want this plugin on my serv , but it's seem to be load everytime even i set on 0 for enable the plug..

I just want no votes and other unless i load the Gamemode Jockey racing with The jockey Jump and release from infected plugin..

My console keeps spamming this error:
