I added this line to my users.ini file

When I joy I still don't have Admin rights.

Any thoughts?

Won or Steam? Change your users.ini to :

"Won/Steamid" "" "abcdeghijklmnopqrstu" "ce"

Only put your Wonid in between the first quotes if you use Won or your Steamid in between the first quotes if you use Steam.

That's a LAN IP, I assume you are joining a server on your LAN?

delete that entry you posted and just use..
"loopback" "" "abcdefghijklmnopqrstu" "de"
Once your game starts (and after map changes), CHANGE YOUR NAME, and check to see if amxmodmenu fires up.

I am on Steam.
My server runs thru Steam onto the NET.
I am not playing on LAN.
I took out the "loopback" and put in my internal IP.
Do I need that Loopback in there?

When AMXX starts it says it loads 3 admins.

No.. loopback is for yourself in a listen server scenario.. your box at home. Try it with your ID instead of IP, no one can pass as you unless they use your PC.

what they heck are the RCON commands?

example: in cosole can I amx_say test test

or do I have to do more?

There seems to be some confusion on what type of server you have.

A listenserver is when you start CS then click on "NEW GAME", select a map and away you go. Yes, this can be joined by your buddies across town or the world.
If that's what you are doing, do what I said.

If you start a Half-life Dedicated Server with HLDS, then use your steam ID in there. A Dedicated server runs in the background without you playing. You can join by starting CS and finding your server on the server list.

Personally I have both the loopback and my steam ID in my users.ini and the loopback account is used by the listenserver and my steam ID If I join my HLDS (this is practically never as I don't need CS running in the background all the time. However most servers you join on the net are Dedicated as that's essentially all they do)
As I said, on loopback it doesn't work until you change your name once. No.. I don't know why that is, but I'd sure like to see it fixed.

YOU don't need rcon, as it's YOUR listenserver and it's not remote (remote console aka rcon).
If you want to change a map without using amxx, just type, map de_dust or changelevel de_dust in the console.
Once you get the admin thing straight, yes you just have to type amx_say hello and it will come across to your buddies. Type amx_who to see who has admin and/or get their ID.
Just try what I suggested, if it doesn't work I'll eat my shorts. maybe

Bind a key to "amxmodmenu". That key will bring up in game menus for amxx.

RCON commands are top-level commands given thru a password in the server.cfg.

If given to the wrong people can cause serious issues,crashes..or total lock-out. Its the top-level admin.
