Im stuck oin the create a file called plugins.ini. because i dont know how t create one. what do i do? and what kind of file?

thanks a lot. now got another problem. admin wont work keeps saying i dont have acces to that command. at the bottom of the users cfg i put:
"STEAM_0:0:223457" "" "abcdefghijklmnopqrstu" "de"

what did i do wrong?

i dont see anything wrong with that setup, unless you have the wrong SteamID, or ... what commands are you trying?

lol. thanks guys, uve been a big help. i only have one last problem, and it's the sounds arent working (headshot,multikill,etc) he bomb sounds work(3 minutes remaing, 30 sec till explosion) Would u have any ideas?

i can't see wot i have done wrong, plz help i already opened up a new topic but noone is helping me. i think i have done everything but it doesn't even seem to have done n e thing it is just normal, i don't get that error that he got or n e thing, aka_trooper1 wot else did u do, this is wot i have got:
cs 1.6, on steam. and i have windows. ( i don't even know wot linux is) i have changed that liblist already. i have followed all those steps,set up a password and stuff but it still don't work. wait this is wot i have done so far. this is wot my liblist says:

oh i just realised there is more than one config file, wot i have just ritten is from the files in cstrike not the addon folder. (is that the right one)
wot else do i have to do.
i'll tell u the folders i have:
in cstrike ihave
-addons -amx (-config,customs,dlls,documentations,logs,modul es,plugins, then two like noptepad sorta files with crank pictures on them, called modules and the other called plugins)
-metamod (dlls, and another one of those notepad thingys called plugin i think i created that in that it says
win32 addons/amxx/dlls/amxx_mm.dll
win32 dlls/chicken_mm.dll
linux dlls/chicken_mm_i386.so
i have already tried to add a chicken plugin thats y it says chicken stuff but is that the right place i was ment to put it.
well can i plz have some feed back on that

Delete all that password stuff and put this in your Users.ini file :

"Steamid" "" "abcdefghijklmnopqrstu" "ce"

P.S. Why did you create a Plugins.ini? Amxx download comes with all the necessary files!

i put that steam id this but am i supposed to put n e thing where u put "abcdefghijklmnopqrstu" sorry for ounding stupid, or being stupid shall i say. i still isn't saying n e thing when i go into a game how do i know wen it is up and working, i've tried tying in the amx_ commands but is says something like unknown command or somin.
y is this so complicated!
i have followed all those steps but still it appears to do nothing, i have already pasted my folder have i got somein missing or somin!
PLUS!!! my lan doesn't work now when i new game, it starts loading then suppenly stops and goes back to my desktop. maybe i have done somin wrong, do u know wot might have happened.
just to reinteratre i have cs 1.6 on steam and i have window, plz help scripter i no i am a pain but just think u sort out this problem and i won't ever annoy u again.
