Is it possible to have alltalk on but dead players can't be heard by the players who are still alive and the dead players can only hear everyone.

Put this in your server.cfg
sm_deadtalk 1

Yeah but that only allows dead players to talk. Unless you need sm_deadtalk 1 and sv_alltalk 1 on.

Because I was told that sv_alltalk 1 needed to be set to 0 for sm_deadtalk 1 to work.

Oh should read the post once more.... now i get what you want to acomplish.

So you want to do this:
Live CT-s can talk do LIVE T-s, Dead Players can talk to each other and hear what hte living are saying but hte livings aren't hearing them.

Yes exactly. Is it possible to do this. I could have sworn I've seen it done before. Unless its just a feature of mani admin.

Re-read what I wrote because you missed the point. YOU DON'T HAVE TO DO ANYTHING. Models in the hl2 directory of your CSS server work fine. Standard CSS maps even use some of them.

Yes, they would work fine. The files would need to be added to the download list (either by adding a few lines of code to this plugin or using another plugin that allows adding files to that list).

I would love to see this type of setup as well. We run all 5 of our pub CS:S servers with Alltalk enabled, because the community loves to chit-chat and have fun etc.. However lately we've had a problem getting folks to shut up when it's down to say the last 2-4 players.

Looking for a way to leave alltalk on for the "alive" players, but once dead, the folks still alive can't hear them.

I dunno if any of the sourcemodders use bounty systems, but I'd be willing to toss in a few bucks toward starting a bounty for something like this.
