I don't know where you live, I can only say that here in germany its rare to see home hosting since renting a server is much cheaper.

Also,

Static IP is banned for home users in here.
If you want a static Ip, you need to own a cafe or a business.

My friend has a cafe, he can put static IP, he has an internet cafe.. so players can play there.
if they got banned, then the whole network is banned.

I'm pretty sure that 95% of CS servers are rented, or hosted on VPS/Dedicated servers.

• They are hosting at home
• There is no hosting company in UAE
