Yet it doesn't. I tried to enter the server and it says it failed to load after 4 tries :/

What's the result of typing "status"? Are you connecting to the right port?

He is starting it on windows, so he is probably having private ip, that's why he can't enter the server.

Running windows 7.....i was able to get this to work once just with srcds normally but since tf2 updated it failed to even open. So people said try batch files, i updated it all. So its not out of date.

Also what do you mean private ip? my server just fails to load :C

The last few lines at the end of the second picture are the last lines you see if your server starts up and your server isn't registered for the QuickPlay / Halloween Gift system.

you also need to see lines like Added server to masterlist, so obviously there's an IP issue, I bet you can't even find it except in the LAN tab
google some tutorials about static ip, port forwarding, specially if you're behind a router

I have no idea what you're talking about. I just restarted one of my Internet connected servers (it was empty at the time) to double check, and the last lines that appear in the console are:

Connection to Steam servers successful.
   Public IP is 173.212.246.227.
   VAC secure mode is activated.
Game server authentication: SUCCESS! Standing: Good. Trend: Upward Fast
Fetched 978673 bytes item schema version 45454E1E via HTTP; update is queued.
L 11/01/2011 - 15:57:57: Loading map "ctf_doublecross"

(iirc The "loading map" bit is from Superlogs: TF2)

Side note: That's my old server, I have a newer one that this one tells people to connect to instead.
