Problem 1:

Admin bans host

Problem 2: From time to time the target's health isn't 123 in the snapshot.

I've checked the log and this 2 problems never happened in the same time.

new target = cmd_target(id,arg,15)

You should check after if target is not null. If null it means target was not found.
