How can i test if a server is Steam or NonSteam?
Is there any safe way to do this without admin or FTP acces?

I'm unsure on how to respond to your question ...

Is this is in regards to joining a server as a client,
and you want to make sure you are on a legitimate Steam server?

Otherwise no Steam no support.

yes, i want to see as an client, that am i on an legitimate server. I dont want to play on an NonSteam server.

First indication would be if it is VAC secure. For VAC the server has to be connected to the steam master server.

I think it is not a problem to turn on VAC on NonSteam server. (another question is, is it really working?)

I know that i could install a non steam version of CSS and test the servers with it, but im searching for a little application or website that tells me: Is the server legal or illegal (NonSteam)?

I suppose you could check out the community of the given server and that should tell you. I assume that most non steam servers communities say that they are non steam. Thus normal communities can be safe. You could also post and ask the given community if it is no steam or not if your unsure.

I like most server owners on these forums do not run no steam so you could also check out the servers that I and many of the other great communities on the source mod website run.

I think you talking about the P**Steam, a steam clone. Whits this NonSteam players get a steamID like Steam players, but they can not join a legitimate Steam server.

The reason why i am asking is: I've tried to register my server on Steambans but they sayed my server is not legitimate, but my host is saying it is. Only Steam players can join the server. Now i'm confused.

If there are some players online, type status in console and check for duplicate or stupid looking steam ids.
