Any other ideas? I have the same problem even after all the updates that took place in the meantime.
Server needs 5 min or more to start, and 2 min or more to change map.

This usually is due to old/slow hardware if you don't have Sourcemod or other plugins. What are your specs?

Are you running any plugins outside of the default? We had an issue before where one of our plugins tried connecting to an SQL server that went down. Since it wasn't coded in the best of ways, whenever the server was started or the map would change, it would take forever to do so as it waited for the connection to the SQL server to timeout.

No plugins, just the server "out of the box".
No metamod no nothing.

Try reinstalling the server then?
As you said there is nothing you've edited (from how i understood) more than server and some little things. (You cant do so much without metamod). So why not just redo the process? Shouldnt take more then a hour to get that fixed.
