How to: Simple MOTD plugin.

I was on a server recently that advertised its Steam group by using a chat trigger. When a player types "group" in chat, it opens an MOTD window to their steam group, and I was wondering how to do this chat trigger - MOTD page thing, and similar to this. It seems like a simple plugin, but I've never written one in my life, so it would be nice for some feedback. Thanks!
